REEDVILLE, Va. (AP) — For more than a century, generations of black fishermen on the Chesapeake Bay have caught a fish called Atlantic menhaden.

The fishermen now fear they could lose their jobs. Their employer, Omega Protein, exceeded catch limits last year, prompting the Trump Administration to threaten a moratorium in Virginia waters.

The fish is used these days to make fish oil pills and farm-raised salmon feed.

ANNAPOLIS, Md. (AP) - A moratorium on fishing for cownose rays has been passed by the Maryland General Assembly.

The legislature voted Wednesday to send the bill to Gov. Larry Hogan.

It creates a moratorium on contests that involve killing the rays until July 1, 2019. It also requires the Department of Natural Resources to prepare a fisheries management plan by Dec. 31, 2018.

The Humane Society of the United States has condemned the contests. The organization is calling the bill a major step in protecting Chesapeake Bay wildlife.

ANNAPOLIS, Md. (AP) - Supporters of banning hydraulic fracturing for natural gas in Maryland are holding a rally.

The rally and news conference are scheduled for Tuesday, before a hearing is held in the state capital on legislation to ban fracking.

The measure is getting a hearing before the Senate Education, Health and Environmental Affairs Committee.

Some who don't want to ban fracking entirely favor extending a moratorium. A current moratorium is set to expire in October. But some say fracking should be allowed, because it would create jobs in western Maryland.

ANNAPOLIS, Md. (AP) - The Maryland Senate has approved a two-season moratorium on fishing for cownose rays in contests, pending a study by a state agency.

The Senate voted 46-0 on Monday night for the moratorium.

Legislation initially called for a ban. Animal rights organizations, including the Humane Society and the Save the Rays coalition, say the contests are inhumane and harmful to the environment.

DOVER, Del. (AP) - Federal regulators are eyeing a possible moratorium on eel fishing in Delaware waters.

The National Marine Fisheries Service is reviewing a referral from the Atlantic States Marine Fisheries Commission that found Delaware out of compliance with the interstate management plan for American eel, whose numbers are depleted.

The Lewes City Council has decided to continue with the moratorium on special exemptions in the commercial marina against residential structures.

WBOC reports that initially the town council had imposed the moratorium because of fears that large townhouses would eat up commercial space.

The action was taken so that the council can review a report from planning consultants on what should be done.

The moratorium will last another six months.

A proposed moratorium in Sussex County on off-premises billboards has drawn sharp opposition from the industry.

Council member George Cole told a public hearing yesterday morning that they were distracting noting there were other jurisdictions that banned them.  

Cole said that the council was only looking to tighten restrictions.

But David Hutt, an attorney who represents most of those applying for a billboard, called the moratorium an extraordinary measure.

He said it stops current applicants in their tracks.

DOVER, Del. (AP) - The state Senate is poised to vote on a bill establishing a moratorium on new charter schools in Delaware.

The legislation to be voted on Tuesday creates a moratorium until June 2018 or until the state school board develops a strategic plan for the number of charter, traditional and vocational/technical schools in Delaware.

The legislation also calls for input to be accepted from the mayor and city council of Wilmington before any new charters are approved there.

ANNAPOLIS, Md. (AP) - Maryland state Senators are supporting a bill that would put a two year stop to any fracking in the state.

Senators on Monday voted 45-2 in favor of the bill, which sets adoption and implementation deadlines for hydraulic fracturing regulations, and prevents drilling permits from being issued until October 2017.

The bill originally proposed an eight-year moratorium on the controversial drilling method so that impacts to public health and the environment could be studied.

ANNAPOLIS, Md. (AP) - A bill to place a three-year moratorium on fracking in Maryland survived eight amendments and is headed to a vote in the House of Delegates.

On Monday, the Protect Our Health and Communities Act dodged attempts by House Republicans to change the legislation and make it easier for fracking to start in western Maryland. Currently there is no fracking in Maryland.
