A memorial ceremony was held at the Wicomico Youth and Civic Center for Bob Culver. He had been in his second term as County Executive when he developed liver cancer. He died at the age of 67. Delmarva Public Media's Don Rush attended the memorial and files this report.


Wicomico County Executive Bob Culver lost his battle with cancer this past Sunday. Delmarva Public Media's Don Rush talked with a number of officials who knew and worked with him. We begin with State Senator Mary Beth Carozza (R-MD)and his relationship with Annapolis lawmakers.

Legislative efforts are now underway in the Maryland General Assembly to curb the excesses of the event known as H2Oi.

The unsanctioned event that takes place in Ocean City has resulted in more than 15-hundred citations and over 121 arrests along with widespread reckless driving.

The measure would add reckless driving to the Special Event Zone law that would range from excessive and abrupt accelerations or braking to grinding gears or carrying a passenger on the hood or roof of the vehicle.

There could be a ban in Maryland on the mass release of balloons into the air.

The bipartisan measure would impose a $250 fine.

The Salisbury Daily Times reports that it has become a measure concern on the Eastern Shore.

Republican state Senator Mary Beth Carozza, a co-sponsor of the measure, called it a common sense environmental protection bill.

And the paper reports that there has been concern about the impact on birds as well as sea and wild life.

The balloons have even been known to have harmed Assateague ponies.

ANNAPOLIS, Md. (AP) - A Maryland board has approved the Maryland Stadium Authority's authorization to issue new bonds for an expansion of the Ocean City Convention Center.

The Board of Public Works on Wednesday also approved MSA's authorization to structure financing terms for the project.

Sen. Mary Beth Carozza, who represents Ocean City, says the facility has long been an important economic driver for the city and the state.

The expansion is set to create more than 600 jobs and bring in over $60 million to the state.

Somerset County may change its regulations limiting the place of businesses that sell alcohol.

Currently they cannot be within three hundred feet from a church, school, public library or youth center.

But a measure awaiting action of the governor would reduce that to 200 feet.

WBOC reports that there are a number of restaurants that would like to be able to sell alcohol but are not able to do so because of the regulation.

The legislation allowing the easing of the restriction was introduced by Delegate Charles Otto and State Senator Mary Beth Carozza.

Maryland Governor Larry Hogan won re-election last night the first Republican to do so since 1954.

He beat out Democratic candidate Ben Jealous in a state in which Democrats have a 2-to-1 majority.

Hogan has taken a moderate political stance emphasizing bipartisanship and distancing himself from President Trump.

Meanwhile, Democratic Senator Ben Cardin won a third term easily defeating Republican and independent challenges.

It was a charged up atmosphere as voters cast their ballots.

Here are some voters in casting their ballots in Wicomico County.

Early voting begun yesterday and local officials say turnout has been strong.

The Salisbury Daily Times reports…that line were already forming in Salisbury and Berlin.

By 10 a.m. Wicomico County elections director Anthony Gutierrez told the paper 73 people were already in line to vote.

Similar scenes played out in Somerset and Worcester counties with more than 200 showing up by noon at the office in Princess Anne.


Protesters gathered at the intersection of Route 13 and Revells Neck Road in Somerset County.

Some carried signs calling for safe staffing at the Eastern Correctional Institution while others simply said “Corrections Officers Lives Matter”.

The Salisbury Daily Times reports that the rally was organized by Sarah Mister, Kerry Carr and Bobbie Wigglesworth who are all married to correctional officers.

Mister told of inmates refusing to be locked in…and demanding a discussion of expansion of their activities.

ANNAPOLIS, Md. (AP) - Maryland voters are choosing candidates Tuesday for all 188 state legislative seats, governor and members of Congress.

The Democratic primary for governor is one of the major races. Polls show Prince George's County Executive Rushern Baker and former NAACP President Ben Jealous in a tight race in a crowded primary. Republican Gov. Larry Hogan is unchallenged for his party's nomination.

The automobile events like Cruisin’ and H2Oi in Ocean City could be changed by legislation from to Eastern Shore lawmakers.

Delegate Mary Beth Carozza (R) and State Senator Jim Mathias (D) have introduced bills that would allow the State Highway Administration to carve out special zones for such events.

The Salisbury Daily Times reports that these would be similar to work zones.

The measures would give local authorities the power to designate certain zones and establish speed limits to protect the public safety.

BALTIMORE (AP) - Rep. Elijah Cummings, a Democratic congressman from Maryland and member of the Congressional Black Caucus, will attend Donald Trump's inauguration in Washington, but "not in celebration."

The lawmaker says he made the decision to attend because the inauguration is "bigger than President-Elect Trump." Cummings added that "we have to guard our democracy."

Cummings also said it is important that some lawmakers attend the Jan. 20 event in Washington "who will be vigilant to ensure that the Trump Administration is held to the highest ethical standards."


With the recent bomb threats in the region, Delegate Mary Beth Carozza has offered up a measure that would make it easier to prosecute offenders.

The bill would allow law enforcement to charge someone who makes a bomb threat to be prosecuted in the county, in which it occurs – even if the person lives in another state.

It will be the changing of the guard as a much different Eastern Shore Delegation heads to Annapolis this January.

Republican Carl Anderton who ousted 28 year Democratic incumbent Norm Conway in District 38B in the House of Delegates says topping his agenda is the expansion of jobs on the Eastern Shore.

Meanwhile, WMDT reports that Republican Mary Beth Carozza who won District 38C says she is interested in pushing tourism and the agriculture industry when she gets to the state’s capital.
