Governor Jack Markell gave is last state of the state address yesterday hailing the changes that have taken place as Delaware emerges from the Great Recession.

The Delaware Democrat said the state must still evolve calling for higher pay for teachers and to meet the changing economy he wanted to expand job training programs.

In addition, he said it was time to revamping health care coverage for state employees.

BALTIMORE (AP) - Labor Secretary Tom Perez and Sen. Ben Cardin are set to tour a Baltimore nonprofit and talk about the importance of innovative job-training strategies.

Perez and Cardin, a Maryland Democrat, will tour the BioTechnical Institute of Maryland on Friday. The nonprofit provides tuition-free training in basic lab skills to prepare Maryland residents for jobs in the biotechnology industry. It then works with local companies to fill open positions.
