(AP) A county school board in Virginia has decided not to update its dress code to ban displays of the Confederate flag.

The Roanoke Times reported Monday that the decision followed months of debate in Franklin County, which is outside of Roanoke in western Virginia.

Many school board members said such a ban could violate students' rights to free speech and spur legal challenges.

The vote was 7 to 1. The board's only black member was the sole no vote.  She argued the flag was a symbol of white supremacy.

Expect new restrictions on Middletown’s Hummer’s Parade in the wake of a float last year that mocked undocumented immigrants in cages.

The Wilmington News Journal reports that the float created a backlash with town officials saying the has been “haphazardly thrown together by the participants.

ANNAPOLIS, Md. (AP) - A Maryland panel has voted to remove a logo that includes a Confederate flag from a plaque in Maryland's Capitol that honors the Civil War's Union and Confederate soldiers, but the state is keeping the plaque.

The State House Trust voted 3-1 by email to spend more than $2,400 to remove the logo, which includes a Confederate flag and a U.S. flag, and overlay it with a cast image of the Maryland state flag.

GEORGETOWN, Del. (AP) - Delaware has cut more than $14,000 in state funding to the Georgetown Historical Society over the Confederate flag and monument at the group's museum.

The Wilmington News Journal reports legislators unanimously nixed the nonprofit's award on the last day of the legislative session. Democratic Sen. Trey Paradee proposed the group lose the funds. He said in a statement that he doesn't want to support organizations that celebrate the Confederacy and the "traitors who fought for its failed racist ideology."

The Georgetown Historical Society will not be getting a state grant of $14-thousand this year.

The reason: The Confederate battle flag that has flown over its Marvel Museum property for more than a decade.

WBOC reports that lawmakers last month pulled the funding on the last day of the legislative session after civil rights groups asked that the monument either be removed or end the funding.

State Senator Trey Paradee (D) from Dover asked that the funds be stripped given that the flag has become a symbol adopted by hate groups.


FREDERICKSBURG, Va. (AP) - A Virginia resident has received a permit to erect a large Black Lives Matter flag in her backyard after a county attorney announced that officials could not remove or lower a Confederate flag that flies over Interstate 95.

News outlets report Susan Kosior applied for a Stafford County building permit to raise an 80-foot (24-meter) flag pole and place a 30-by-50-foot (9-15 meter) Black Lives Matter flag in her backyard on Sept. 20.

STAFFORD, Va. (AP) - Officials in a Virginia county told residents that they cannot force a private property owner to remove a huge Confederate flag that flies on a 90-foot (27-meter) flagpole.

Some two dozen residents attended the Stafford County Board of Supervisors meeting Tuesday night. They urged officials to either remove the flag, which measures 30 feet by 22 feet (9 meters to 6 meters), or regulate its size.

The Lower Sussex County branch of the NAACP has called for end to state funding to the Georgetown Historical Society until a Confederate monument is removed from its museum.

The Wilmington News Journal reports that the organization has asked State Senator Brian Pettyjohn and state Representative Briggs King to immediately halt the $11,500 grant to the society.

The paper reports that descendants of Delaware Confederate veterans were allowed to erect the monument on the museum grounds.

Governor John Carney says he believes that confederate flags like the one in Georgetown misrepresent history and that they should follow South Carolina’s lead and take them down.

The Wilmington News Journal reports that the Delaware Democrat’s spokesman Jonathan Starkey clarified Carney’s statement saying that it was inappropriate for public property.

But he went on to say that Delawareans have a right to display flags on their private property even if they are offensive to others.

DANVILLE, Va. (AP) - The Virginia Supreme Court will not rehear a challenge to the city of Danville's decision to remove the Confederate flag from a monument at Sutherlin Mansion.

A circuit court judge in October dismissed the Heritage Preservation Association's lawsuit against the Danville City Council over its ordinance permitting only U.S., state and city flags to be flown on flagpoles owned by the city. Danville police removed the Confederate flag from the grounds of the city-owned mansion after the ordinance was adopted in August.

DANVILLE, Va. (AP) - Hundreds of bikers, veterans and supporters of the Confederacy celebrated the raising of one of the biggest Confederate flags in the country to protest a decision by the Danville City Council to remove the flag from city property.

The Danville Register & Bee reports that supporters of the Confederate flag used a hydraulic crane Saturday to raise a 30 foot by 50 foot flag while others fired off rifles and cannons in salute.

DANVILLE, Va. (AP) - The Virginia Supreme Court has announced that it will not hear an appeal of a Danville judge's decision allowing the Confederate flag to be removed from a monument at Sutherlin Mansion.

RICHMOND, Va. (AP) - A southwest Virginia lawmaker has filed a bill that would allow a Confederate battle flag to again be displayed on state-issued license plates.

Senator Charles W. Carrico Sr. told the Richmond Times-Dispatch that his constituents believe Gov. Terry McAuliffe went too far when he moved to have the plates phased out. The Grayson County Republican says he represents his district "first and foremost."

ROANOKE, Va. (AP) - City Council members in a Virginia city say they have no grounds to ban the Confederate battle flag from a Christmas parade.

Local media outlets report that the topic arose at Monday's meeting in Roanoke, days after NAACP leaders called on city leaders to ban the flag from the event.

Several council members condemned it as a hateful symbol but said the First Amendment doesn't allow them to bar it.

The parade is scheduled for Friday. The flag has been flown in recent years by the Sons of Confederate Veterans 28th Virginia Infantry Camp.

BALTIMORE (AP) - Maryland likely will recall license plates with images of the Confederate flag this fall, now that a federal judge has agreed to lift a 1997 injunction that prevented the state from taking the plates out of circulation.

U.S. District Judge Marvin J. Garbis issued an order Thursday that allows Attorney General Brian Fosh to lift the injunction. The order goes into effect Nov. 17.

Around 40 people including students gathered outside Christiansburg high school this morning to protest the ban on Confederate flags being displayed on clothing and cars at the school.   

This follows the suspension of 20 students who refused to remove Confederate gear, which the school decided to ban because of incidents of racial tension.

Houston Miller, a senior who has been leading the effort and was one of those suspended, said the protests will continue until the school backs down or he'll take legal action.

A Virginia student who's leading the fight against his high school's ban on clothes emblazoned with the Confederate flag says he's unsure what the students' next step will be.

Houston Miller was among roughly 20 students suspended from Christiansburg High School on Thursday after holding a rally to protest a new policy banning vehicles with Confederate flag symbols from the school parking lot and refusing to take off clothing displaying the symbol.

Miller said Thursday that he wasn't going to back down and had been organizing another rally for Friday outside the school.

CHRISTIANSBURG, Va. (AP) - About 20 students at a Virginia high school received a one-day suspension for wearing clothing displaying the Confederate flag.

Montgomery County Public Schools spokeswoman Brenda Drake says the clothing violated Christiansburg High School's dress code.

Drake tells WSLS-TV that the students refused to comply with the dress code after they arrived at the school Thursday. They were given one-day in-school suspensions.

EASTON, Md. (AP) - Dozens of Talbot County residents have met to discuss their opinions on a statue that depicts a young soldier bearing the Confederate flag and lists the names of county residents who fought for the Confederacy.
The Star Democrat of Easton reports that the Talbot Association of Clergy and Laity on Wednesday held a public meeting in Easton, with 84 people in attendance to discuss the "Talbot Boys" statue. The statue has stood on the Talbot County Courthouse green for nearly a century.

RICHMOND, Va. (AP) - Attorneys for a Southern heritage group are urging members to resist a recall of Virginia license plates with an image of the Confederate battle flag.

A federal judge in Danville cleared the way for the state to banish the flag from Sons of Confederate Veterans license plates. But attorneys for the group say the judge did not call for the existing plates to be returned to the state.

DANVILLE, Va. (AP) - Virginia has revoked specialty license plates featuring a Confederate battle flag after a federal judge dissolved an injunction allowing the image.

Attorney General Mark Herring's office said Thursday evening that the Department of Motor Vehicles will begin replacing about 1,600 existing plates.

U.S. District Judge Jackson L. Kiser says in a Thursday order that his 2001 injunction is no longer valid.

The U.S. Supreme Court recently ruled in a Texas case that specialty license plates represent the state's speech, and not the driver's speech.

DANVILLE, Va. (AP) - Danville is set to take up a proposal that would banish Confederate flags from city-owned flagpoles.

The City Council is scheduled to consider the ordinance Thursday night. It would allow only the U.S., Virginia, city of Danville and the POW/MIA flag to be flown on city-maintained flagpoles.

The city that briefly was the capital of the Confederacy is the latest to wrestle with the public display of the flag, which some view as a symbol of racial hatred. Others argue it honors their Southern heritage.

DELMAR, Del. (AP) - Dozens of Confederate flag supporters held a rally Saturday as they drove to the Delaware Confederate veterans monument in Georgetown.

The Wilmington News Journal  reports that more than more 40 drivers participated in the procession. The drivers started in Delmar and then drove to Harrington and Georgetown.

Organizer Kenneth Morris, with the Sussex County Mudslingerz organization, says he was helping to lead the rally in order to defend what he called his "heritage."

DANVILLE, Va. (AP) - A judge in the Virginia city that was the final refuge for the Confederacy is set to hear arguments over the state's bid to erase the Confederate battle flag from license plates.

The hearing Friday in Danville comes as the city grapples with the enduring symbols of the Confederacy, a debate sparked across the South by the killings of nine African-Americans in a Charleston, South Carolina, church in June.

The suspect in the shootings had been photographed posing with a Confederate battle flag.

DANVILLE, Va. (AP) - Virginia Attorney General Mark Herring says it's up to Danville City Council to decide whether a Confederate flag should be removed from the grounds of a city-owned mansion.
Herring tells media outlets that the flag shouldn't be on public property. He says he supports its removal.
The council has said it doesn't have the authority under Virginia law to remove the flag from the Sutherlin Mansion. The law forbids removal of a war monument or memorial.

ANNAPOLIS, Md. (AP) - The Maryland attorney general's office says legislative action isn't necessary for the state to recall license plates bearing the Confederate battle flag.

The Baltimore Sun reports that Assistant Attorney General Kathryn M. Rowe wrote an opinion addressed to Sen. Jamie Raskin and Del. David Moon that says there are no legal obstacles blocking a recall of the specialty tags.

RICHMOND, Va. (AP) - A Southern heritage group that is fighting to keep the Confederate battle flag on Virginia license plates is holding its annual convention in the former capital of the Confederacy.

The Sons of Confederate Veterans began its five-day convention this week in suburban Richmond. The 120th gathering is expected to attract hundreds of members, and possibly some protests. A reception is planned at the White House of the Confederacy.

ANNAPOLIS, Md. (AP) - Maryland Gov. Larry Hogan is warning that efforts to remove references to the Civil War Confederacy are nearing the point of no return.

Answering questions during a news conference on Thursday in Annapolis, Hogan said he supported recalling Maryland license plates with the Confederate flag image, but reviewing Civil War statues or digging up Confederate cemeteries was "political correctness run amok."

A confederate battle flag was stolen off private home in Glasgow with an expletive accompanied by the words “u racist” spray-painted on a boat on the property.

The homeowner Barry Binkley Jr. told the Wilmington News Journal that he had flown the rebel flag at the home for more than 15 years.

He added that he had never had any complaints.

But the incident comes amidst a backlash against the flag after the killing of nine people at a black church in South Carolina.

Personal pictures of the shooter were found displaying the rebel flag.

The Sons of Confederate Veterans in Delaware say the confederate battle flag at a Georgetown museum will remain despite the movement to remove it from state capitals and state license plates.

The flag at the Marvel Carriage Museum has been kept up by the organization since 2007.

It’s a nonprofit group that has no connection to the Sussex County government.

Jeffrey Plummer, leader of what’s called Delaware Grays, told the Wilmington News Journal that the flag is simply honoring those veterans who fought for the south.
