DOVER, Del. (AP) - A Democratic lawmaker who opposes the death penalty has introduced legislation stripping Delaware's Department of Correction of its authority to carry out executions and to obtain and use drugs in lethal injections.
Rep. Sean Lynn of Dover said Tuesday that he doubts his bill will pass, but that he wants people to better understand the drugs that are used in executing condemned criminals.
Lynn said prescription medicines used in lethal injections were never intended to kill people, and that recent efforts of various states to substitute drugs typically used in the past with other drugs amounts to "experimenting on people."
Lynn's bill, which lists more than a dozen drugs that the DOC could not use for executions, also eliminates lethal injection and hanging as methods of execution in Delaware.
